    Produce a marked-up proposed redraft that closes a diffed gap: smallest-possible edit, struck/inserted redlines with an inline rationale per change, verify tags carried through, written to a dated proposal file — never to the live policy — and never closing the gap in the tracker.     Diff a new regulation or guidance against current governance posture and produce a prioritized remediation plan: scope (does it apply — jurisdiction, threshold, builder vs deployer), extract requirements by category, diff against current state, prioritize by hard-deadline / prohibited-practice / effort-to-impact / use-case overlap, and split into must-do / should-do / already-compliant / accepted gaps.   • Web search and fetch access for regulatory feeds — The agent monitors regulatory feeds (the Federal Register API, regulator RSS, and the public web) through runtime web search and fetch tools, and pauses for your approval on every redraft. It reads public sources only.
  • Browser access for paywalled or JS-heavy regulator sites (fallback) — When a regulator's docket or a feed is behind a login or renders only in a browser, the agent falls back to browser access to read the rendered page; it only reads, never files.
