Mentions now reach Projects, Goals, and Repositories

Typing @ now also finds your Projects, Goals, and Repositories, so a request can point at exactly the one you mean. The mention keeps pointing at the same record when it is renamed or when other records share its name, and in Chat it shows the record's card next to your message. Mentioning a record never assigns work or grants access. We changed it because a project or a repository could only be named in plain text, which left an agent to guess which one you meant.
